Questions Raised Over Operational Status of Guildford Town Centre CCTV

Reform UK Guildford has received credible information suggesting that Guildford’s CCTV network covering pedestrian areas in the town centre may currently be entirely non-operational or materially constrained.

Pedestrian-area CCTV falls under the responsibility of Guildford Borough Council, which is currently controlled by the Liberal Democrats.

On 13 February 2026, Reform UK Guildford formally wrote to the Council’s Strategic Director, Democracy, Law & People (Monitoring Officer), seeking clarification on the operational status of the network. The Director confirmed the matter would be referred to the Assistant Director for Regulatory Services. Despite subsequent follow-up correspondence, no substantive response has been received nearly a month later.

A Public Safety Issue
Pedestrian CCTV is a core public safety measure, in:
• Assisting police investigations
• Acting as a deterrent to antisocial behaviour and crime
• Protecting shoppers and businesses
• Providing reassurance to residents and visitors

If the network is inactive, this would represent a serious frontline safety concern for the town centre.

Financial Context at Borough Level
Guildford Borough Council has experienced significant financial pressures in recent years. Public reports have highlighted historic borrowing concerns, the risk of formal financial intervention, and the implementation of recovery and oversight measures to stabilise the Council’s position.

While budgets may now be balanced on paper, residents are entitled to ask whether cost-control measures or financial management decisions are affecting essential public safety infrastructure.

Call for Transparency
Reform UK Guildford is not making definitive claims about the system’s status, however we are seeking confirmation. If the pedestrian CCTV network is fully operational, the Council can and should confirm this publicly.

If it is not, residents deserve openness about:
• The scale of any outage
• The reasons behind it
• The plan and timetable for resolution
