Guildford West

Dale Layman

Dale Layman is Reform Guildford’s Candidate for Guildford West, bringing a wealth of experience and energy to the local team.

Raised in North East London, Dale trained and worked as an NHS chiropodist in Eastbourne before changing career direction and moving into pharmaceutical sales. Over a 30-year career in the industry, he built a highly successful record in sales management, progressing through the ranks and leading teams to consistently achieve outstanding results.

Now retired, Dale is able to dedicate his expertise and organisational skills to driving meaningful change in his community and supporting the election of the Reform Party.

He is passionate about common-sense policies that are fair, encourage enterprise and employment, and provide support for those in genuine need. Dale believes strongly that people should be rewarded on merit, rather than diversity targets, and that the well-being and security of British citizens should always come first.

Committed to representing those who do not have the time to challenge the establishment themselves, Dale believes in a common-sense approach to policy-making: cutting waste and ensuring every pound of council tax goes where it should — into frontline services that protect, support, and strengthen the community.

Sophie Evans

Sophie Evans is standing as Reform’s candidate for Guildford West. She grew up in Surrey and has called Guildford home for the past three years. As an active member of her local residents association, Sophie is committed to making sure the voices of her community are heard.

With over a decade of experience in banking, fintech, and international payments, Sophie has spent her career tackling complex problems, negotiating contracts, and working with others to get things done. She knows how to make budgets stretch further and ensure resources are used efficiently.

Sophie believes residents have a right to know where their money is being spent and that local government should work transparently, cut waste, and deliver results people can see. She is passionate about practical, common-sense solutions that support local services, help businesses thrive, and put the community first.

When not working, Sophie enjoys gardening and spending time outdoors.

Guildford North

Adian Sallis

Aidan Sallis is proud to call Guildford home, having grown up nearby in Shepperton. He chose to settle in Guildford for its thriving local economy, beautiful green spaces, and strong sense of community—qualities he is determined to preserve while ensuring the town grows responsibly and sustainably.

Before moving to the area, Aidan served as an officer in the Royal Navy, an experience that instilled the discipline, leadership, and commitment to service that he now brings to public life. After leaving the military, he worked in local government recruitment. This role gave him clear, first-hand insight into exactly how councils operate and, crucially, where public money is wasted. Today, Aidan works at a technology consultancy in Guildford, supporting the defence and public sectors.

Aidan’s diverse career and life experiences have equipped him to tackle the real issues facing Guildford North. He is focused on ensuring fair investment across all communities and supporting proper housing, infrastructure, and public services. Aidan is fully committed to representing residents with practical, common-sense solutions that always put the people of Guildford first.

Ben Bispham

Ben is a local business owner and IT support specialist working closely with residents and small businesses across the Guildford area. With a practical, problem-solving focus, Ben helps people every day by providing accountable service and clear communication.

Standing for election because too many residents feel their concerns are being ignored, Ben believes local government must prioritize delivery, transparency, and value for money over bureaucracy and empty promises. Through his daily work in the community, he regularly meets local families, older residents, and business owners, witnessing first-hand the everyday frustrations people face—from poor road conditions and traffic management to the ongoing challenges on the high street.

Rather than being a career politician, Ben comes from a service background where results matter and excuses don’t fix problems. His approach is straightforward: listen carefully, communicate clearly, and fight for practical solutions. Ben is committed to being an accessible and responsive councillor, always willing to challenge poor decisions and ensure the community’s voice is actually heard.

Guildford East

Dennis Paul

Dennis Paul is standing as your Reform Councillor for Merrow and Burpham. A Guildford resident for 25 years, Dennis raised his family locally, with his children attending St Peter’s School.

Currently Head of Environmental Services for a large London authority, Dennis brings a wealth of housing management and frontline service experience. He is a proven local representative, having served as a Holy Trinity Ward Councillor in 2015, on the Board of Guildford Holdings, and as a Trustee at Abbots Hospital and Addison Court.

As West Surrey Council transitions into a unitary authority, Dennis is passionately committed to ensuring your interests are represented. He brings the necessary experience to hold the executive to account during these enormous regional changes. Dennis will fight to preserve wildlife habitats, deliver housing in suitable locations with proper infrastructure, and protect local waterways with effective flood management.

Dennis opposes treating motorists as a cash cow. Instead, he focuses on supporting local businesses, keeping communities safe, and reducing the Council Tax burden on working households. Having proven he can cut back-office waste while improving frontline services, Dennis asks for your vote on May 7th, promising to serve tirelessly on your behalf.

Rob Abrams

Rob Abrams is standing as the Reform candidate for Guildford East. A dedicated member of the community, he has lived in Boxgrove for the past 20 years, having previously resided in east London. This diverse background gives him a deep personal understanding of the everyday social challenges facing both urban and suburban communities.

Rob built a highly successful career in IT hardware, working primarily at the Bank of England. His extensive professional background provides him with strong technical expertise and a keen understanding of organizational efficiency—skills he is eager to bring to local government to ensure it runs effectively.

Rob firmly believes that local government must refocus on its core responsibilities to deliver genuine value for its residents. He is fully committed to supporting Reform’s approach to reducing unnecessary public spending and ensuring that council resources are strictly directed toward essential frontline services.

He advocates for a more disciplined, focused, and accountable council. By stepping away from peripheral initiatives and bureaucracy, Rob wants to ensure that the council’s attention remains firmly fixed on the practical, everyday needs of the people of Guildford East.

Guildford South East

Veronica Hurst

Veronica is standing as Reform UK’s candidate in Guildford South East, and brings extensive experience in operations, financial management and procurement across both the charity and private sectors. She is a CIPS-qualified procurement and logistics specialist with a BA (Hons) in History, and has built a career focused on delivering efficiency, value and strong organisational performance.

In her current role within a global charity, Veronica is responsible for a wide range of financial and operational functions, including bookkeeping, payroll, government rebates, contract management and the preparation of trustee reports. Her work requires precision, accountability and a strong grasp of regulatory requirements.

Previously, she held a senior role in the automotive sector, managing large-scale distribution operations and overseeing significant budgets. This experience has given her a deep understanding of supply chains, supplier management and financial control.

Veronica is passionate about implementing practical systems that improve efficiency and ensure resources are used effectively. She believes local government should operate with the same discipline and transparency as well-run organisations.

A committed family person with six children and eleven grandchildren, and an active member of her church, Veronica is dedicated to supporting strong, resilient communities.

With Reform, she is focused on ensuring cost-effective delivery of high-quality services and restoring trust in how public money is managed.

Claire Weymouth

Claire is Reform UK’s candidate for Guildford South West, bringing over two decades of international experience across finance, technology and business transformation. She has lived and worked in multiple countries, developing a broad perspective and a strong track record in improving organisational performance.

Claire began her career as an actuary before moving into corporate finance and later into information technology within the banking sector. She has since built and led businesses in cyber security, financial systems, property and corporate turnaround, specialising in making organisations more efficient, transparent and financially sustainable.

Her professional experience has centred on identifying inefficiencies, reducing costs and implementing systems that deliver measurable results — skills she believes are urgently needed in local government.

Claire is particularly focused on improving value for money, increasing transparency in decision-making and ensuring that council services are responsive and effective. She is also passionate about supporting families, drawing on her own experience as a single mother of two children with additional needs.

She believes Guildford should combine respect for its heritage with a clear vision for the future, creating a borough that is fairer, safer and easier to navigate for residents.

Guildford South West

Charles Whiting

Charles Whiting is Reform’s Guildford South West candidate. Aged 62, he has an honours degree in History of Political Theory from Kingston University. He has spent his career in Fleet Street after training at what was then called the Surrey Daily Advertiser. His favourite colour is turquoise.

Charles has lived in Guildford town since he was 18, but was born in Woking. His daughter, Imogen, is 29. Charles enjoys swimming at Guildford Lido, yoga, hiking, music, reading and cooking.

As Nigel Farage said at Reform’s London election campaign launch in Croydon on Saturday, March 28: “Many people who vote in local elections actually vote on national political issues. This will become a referendum on the leadership of Sir Keir Starmer. What happens on May 7 is a stepping stone to getting rid of Starmer.”

“The old quote that ‘All it takes for evil to flourish is for good men to do nothing’ could never have been truer in our country, our communities, our society than it is today.”

Locally, Charles will endeavour to make the council more approachable and accountable. He would like people to be able to contact a Dog Warden, a Park Keeper and a Pothole Tsar directly without additional layers of governance. Neighbourhood police officers should return to the beat, on foot.

Charles will preserve the countryside and waterways, and improve doorstep recycling and public services. He will tryto limit council tax rises by cutting bureaucracy and waste, and getting rid of Diversity, Equity and Inclusion targets.

John Le Cheminant

John Le Cheminant (JLC to his friends!) brings over 30 years of professional experience as a Project Manager (MAPM), delivering complex IT system implementations across the globe. His career has focused particularly on healthcare, working with hospitals and health insurance organisations, and more recently in the UK on local government finance systems, including a key role in the Cumbria Local Government Reorganisation in 2023. Having lived in Guildford for over three decades, John has witnessed first-hand the changes within the community and is committed to ensuring that local residents are properly represented and supported. Throughout his career, John has worked with diverse teams and cultures, developing a strong belief in meritocracy, honesty, and respect.

Known for his direct and transparent approach, he prides himself on making decisions based on facts, presenting clear options, and ensuring accountability—qualities he believes are too often lacking in politics today. John describes himself as a practical facilitator: someone who brings together expertise, listens to professional advice, and focuses on delivering results rather than rhetoric. Inspired by leaders who value clarity and action, he is determined to “get the job done” and challenge the culture of delay and under-delivery. Standing for Reform UK, John offers a pragmatic, common-sense approach rooted in fairness, patriotism, and a belief that good ideas should be recognised—regardless of where they come from.

Horsley

Henry Walter

Henry is a Reform UK candidate for The Horsleys, bringing over a decade of experience in the charity and medical research fundraising sector. He has developed strong expertise in financial compliance, GDPR, and data management, ensuring organisations operate with accuracy, transparency and accountability.

Born in London and raised in Surrey, Henry recently returned to the area and is committed to serving the community he knows well. His professional background has given him a clear understanding of the importance of robust systems, disciplined financial management and reliable reporting — skills he believes are currently lacking in local government.

Henry is particularly focused on tackling financial waste and mismanagement. He advocates for tighter processes, better record-keeping and greater scrutiny of spending to ensure taxpayers’ money is used effectively and responsibly.

Outside of work, Henry is a dedicated sportsman. An amateur boxer since 2006, he has competed in over twenty bouts, and has also achieved success in karting and long-distance running, including completing both the London and Brighton marathons. He is a strong supporter of sport and believes in its value for building resilience, discipline and community.

With Reform, Henry is committed to bringing professionalism, accountability and common sense back into local decision-making.

Martin Sargeant

Martin is Reform UK’s second candidate in The Horsleys; a senior business leader with deep roots in West Surrey, where he has both grown up and raised his family. He brings extensive experience in leading teams, improving operational performance and delivering value for money across complex organisations.

Throughout his career, Martin has focused on eliminating inefficiency, strengthening accountability and ensuring that organisations deliver on their promises. He believes these principles are just as vital in local government as they are in business, particularly at a time when residents expect more reliable services and better use of public funds.

Martin has a strong appreciation for the communities that make The Horsleys such a desirable place to live. He understands the importance of safe neighbourhoods, well-run services and a council that residents can trust to act fairly and competently.

Driven by a sense of personal responsibility and fairness, Martin believes in practical problem-solving, respectful engagement and listening to local concerns. Adam Farkas

Adam Farkas, 34, is a local head gardener and staff manager, and a proud resident of Denzil Road in Onslow Village since 2015.

As the Reform UK candidate for the forthcoming Guildford Borough Council by-election in Onslow, Adam is committed to ensuring that every pound of council tax is spent carefully and transparently on the services that matter most to local families.

In recent years, independent reports and audits under the current Liberal Democrat administration have highlighted weaknesses in financial oversight, including significant overspends, incomplete accounting, and concerns around value for money. Residents deserve better.

Adam will champion greater transparency, stronger financial discipline, and robust scrutiny of council spending. His focus is simple: reduce waste and redirect resources towards practical, local priorities that genuinely improve everyday life in Onslow Village.
